end limits on pick trades

We have been around long enough that we should be able to make our own decisions about how to conduct our business. Some teams have been very active in drafts and have a nice collection of useful minor leaguers. They might be in a position where they can't even use some picks so why not let them trade as many as they care to?

It isn't as if we think having the picks themselves are important as we have at least a few teams who regularly stop making picks by the tenth round. Why not let them trade those picks to another team that needs them in a rebuild?

We don't allow trading of future picks, as far as I know, so it's not like a team can trade a bunch of next year's picks and then bolt. If we are not going to require teams to use the picks they have, we should allow them to trade as many as they can't/won't use.

On the future draft pick question.  We don't allow trading of future draft picks until the current years draft is over.  Example.  You can't trade 2020 MLFAD until the 2019 MLFAD is over.
