Quick draft question

The tips for the draft posted in the 2018 archive say eligible players are those drafted and signed in the MLB draft.  Take for instance, JJ Bleday, looks like he's not yet signed, so what's the deal for him and others not signed? (I'm looking at the MLB.com draft ticket for reference):
1. Is it true he can't be drafted now?
2. Does that change if he's signed during our draft?  (I imagine not, but thought I'd ask)
3. When would he be eligible after being signed, anytime before next winter/spring's MLFAD? 

Looks like only a couple of players before the 11th round are unsigned, but if everyone in this league drafts, we could get that deep and would need to be aware of this, right?
Let me know if I'm overthinking it, lol.

This is the main reason that we wait until just after the signing deadline to start the FYPD.  The deadline is this Friday at 5PM ET.  By Monday, we will know who signed and who didn't.  MLB's draft tracker is just one place where you can find out if a player has signed.    https://www.mlb.com/draft/tracker

If you are still unsure, just ask here and we will let you know ASAP.
